The headline price on a VoIP pricing page is the price of one user on the longest contract. Your bill will include more than that: extra numbers, texting registration, add-ons for things like call queues or AI answering, devices, and taxes and regulatory fees that are never in the advertised price. None of that makes VoIP expensive, but it makes quotes hard to compare.

This guide lists each cost, shows published prices from named providers with the date we checked them, and gives you a worksheet to compare quotes line by line. It covers VoIP service. For the whole system, including hardware, installation and answering, see [business phone system cost](https://chargezen.com/blog/business-phone-system-cost).

## The cost components

* **1\. The per-user plan**: The monthly price per person who can make and take calls. Most plans include unlimited calling within the US and Canada, subject to a fair-use policy. Annual billing is usually cheaper than month to month.
* **2\. Phone numbers**: Most plans include one number per user. Extra numbers (a second line, a toll-free number, a number for a campaign) are often a monthly fee each.
* **3\. Texting registration**: Business texting to US mobiles from a local number needs 10DLC registration with The Campaign Registry, which carries a one-time fee and a monthly fee. Toll-free numbers need toll-free verification instead.
* **4\. Usage outside the plan**: International calls, toll-free minutes and automated texts are usually billed per minute or per message.
* **5\. Add-ons**: Call queues, advanced analytics, CRM integrations, AI receptionists and call-center features are often sold on top of the base plan.
* **6\. Devices**: Desk phones, conference phones, headsets and adapters for old analog devices. Optional if everyone uses apps.
* **7\. One-time fees**: Activation, porting or setup fees on some plans.
* **8\. Taxes and regulatory fees**: Federal Universal Service Fund charges, state and local 911 fees and sales taxes. They vary by your address and are almost always excluded from list prices.
* **9\. Your internet connection**: VoIP rides on it. If calls matter, you may want a better business connection or a backup line.

## Published prices from named providers

These are list prices per user per month from each provider's own pricing page, before taxes and fees. Prices change, so check the live page before you buy.

| Provider and plan | Billed annually | Billed monthly | Notes |
| --- | --- | --- | --- |
| Google Voice Starter / Standard / Premier (teams) | $10 / $20 / $30 | Same | Requires a Google Workspace plan billed separately; Starter up to 10 users |
| Quo Starter / Business / Scale | $15 / $23 / $35 | $19 / $33 / $47 | Extra numbers $5/month; texting registration $19.50 once plus $1.50–$3/month |
| Zoom Phone US & CA Unlimited / Pro Plus / Business Plus | $16 / $20.50 / $24.50 | $18 / $24 / $29 | Bundled with a Zoom Workplace tier |
| Ooma Office Essentials / Pro / Pro Plus | $19.95 / $24.95 / $29.95 | No contract | One-time $29.95 activation fee shown at sign-up; taxes and fees extra |
| Dialpad Connect Standard / Pro | $15 / $25 | Higher (see compare page) | Prices may vary by region |
| RingCentral RingEX Core / Advanced | $20 / $25 | $30 / $35 | 1–5 users; extra numbers $4.99/month; AI Receptionist add-on from $39 |

We don't publish an "average VoIP price": plans differ too much in what they include for an average to mean anything.

## A worked example

A five-person team wants one number each, one shared toll-free number and business texting. Using Quo's published Business plan billed annually (checked October 19, 2026):

*   Five users at $23 a month: $115 a month, or $1,380 a year.
*   One extra number at $5 a month: $60 a year.
*   Texting registration: $19.50 once, then $1.50 to $3 a month, or $18 to $36 a year.
* Year-one total before taxes, fees and any AI or international usage: about $1,478 to $1,496.

Run the same lines for each provider you are considering. The plan with the lowest headline price often isn't the lowest total once you add the numbers, registration and add-ons you actually need.

## How to compare VoIP quotes

* Ask every provider for a line-item quote for the same number of users, numbers and billing term.
* Ask for an estimate of taxes and regulatory fees at your business address. These can add a noticeable share to the bill and differ by state.
* Check what "unlimited" means: the fair-use policy, and whether toll-free inbound minutes are included.
* List the features you need (call recording, a phone menu, call queues, texting, integrations) and check which plan tier includes each one.
* Price the add-ons separately: AI answering, analytics, extra numbers, international calling.
* Ask about the contract term, auto-renewal and early termination fees.
* Ask about porting: is there a fee, and how long does it take?
* Ask what happens to your number if you leave. You should be able to port it out.

## Ways to keep VoIP costs down

* **Pay only for people who talk to customers**: Not everyone needs a license. People who only need to read messages or call history may be able to use cheaper seats or none.
* **Skip desk phones where apps will do**: Headsets and apps cover most roles; buy desk phones for reception and shared spaces only.
* **Lock international calling**: Turn it off for users who don't need it, so a stolen password can't run up charges.
* **Review seats quarterly**: Remove users who have left. Per-user plans keep billing for them until you do.

## How to read a VoIP bill

Once you sign up, check the first two bills line by line against your quote. The usual sections are:

* **Recurring charges**: Users, numbers and add-ons for the coming month. Check the user count matches the people you actually have.
* **Usage charges**: Last month's international calls, toll-free minutes and per-message charges. A sudden jump here can mean a misconfigured feature or an account someone shouldn't be using.
* **One-time charges**: Activation, porting and device purchases. These should appear once.
* **Taxes, fees and surcharges**: Federal, state and local lines. Some are government fees passed through; others are provider "recovery" fees. Ask which is which.
* **Prorations**: Partial-month charges when you add or remove users mid-cycle. They make the first bill look odd; the second bill is the true monthly figure.

If a line doesn't match the quote, raise it in the first month. Most providers will correct a quoting error quickly, and much less willingly a year later.

## How Chargezen helps

Chargezen is priced differently from VoIP plans: there are no per-user seats. You pay for a Concierge plan, and phone and text use is billed as you go. That means adding a teammate who joins calls from Finn doesn't add a license.

* **One US number for calls and texts**: Get a toll-free or local US number in Chargezen, search open numbers by area code on [phone numbers](https://chargezen.com/phone-numbers), or [bring the number you already have](https://chargezen.com/concierge/features/bring-your-number). Chargezen files the carrier registration texting needs. See [a business phone number](https://chargezen.com/concierge/features/business-phone-number).
* **Concierge answers every call and text**: Day and night, with the opening line you write, answering from the information you give it. It recognizes returning callers by their number. See the [AI receptionist](https://chargezen.com/concierge/use-cases/ai-receptionist) and the [phone channel](https://chargezen.com/concierge/channels/phone).
* **Teammates join from Finn or the browser**: When a customer needs a person, Concierge alerts your team in the Finn app and the browser, and emails or texts the teammates you pick. Listen in with your microphone off, tap Join the call, and Concierge tells the caller you're there. From the Finn app on iPhone or Mac you can transfer the call to a teammate, with a note. See [phone calls](https://chargezen.com/concierge/features/phone-calls).
* **One thread per customer**: Calls, texts and the rest of the customer's history sit together in the [team inbox](https://chargezen.com/smartytap/team-inbox), so whoever picks up next can see what was said.

To be plain about what Chargezen is not: it doesn't sell VoIP lines, desk phones or a PBX. It has no extensions, phone menu, ring groups, call forwarding, simultaneous ring or business-hours routing, and it offers US (+1) numbers only. If you need those, buy a phone system built for them. Chargezen answers the calls and texts on your business number, and your team works the same conversations from there.

Concierge Starter is $20 a month with 20,000 credits. Pro is $199 a month with 199,000 credits, or $1,990 a year. Phone and text charges are billed as used, with no per-user fees. See [pricing](https://chargezen.com/pricing).

## Frequently asked questions

## Is VoIP cheaper than a landline?

Often, especially once you need more than one line or want people to answer from several places. Get a quote from your current carrier and compare it with the worksheet above at your actual user count.

## Why is my VoIP bill higher than the advertised price?

Usually taxes and regulatory fees, extra numbers, texting registration and add-ons. Ask your provider for an itemized bill and compare it with the line-item quote you were given.

## Do I pay for incoming calls?

Not on most per-user plans for local numbers. Toll-free numbers are different: the business pays for inbound minutes, so check how many are included.

## Is free VoIP good enough for a business?

Free apps work for occasional calls, but most limit commercial use and don't include a verified business number, texting registration or support. For a number customers rely on, a paid plan is worth it.
